Ecuador Considers Reopening Casinos in Five-Star Hotels

Ecuador.- 12th August 2025 www.zonadeazar.com The Ecuadorian government is promoting an initiative to allow casinos and gambling rooms in five-star hotels, a proposal that will be put to a referendum before its possible final approval.

This measure seeks to generate revenue that will be allocated to programs to combat child malnutrition, with 25% of the proceeds going to these public policies. The proposal envisages that up to 134 luxury hotels, located in cities such as Quito, Guayaquil, Cuenca, and other tourist areas, will be able to operate casinos and betting venues, which would represent a significant expansion of the gaming sector in the country.

The referendum is scheduled to take place in December 2025, and its outcome will determine whether this regulation can move forward. The project’s promoters assure that this measure will not only provide significant economic resources but will also promote tourism and create new jobs, balancing economic development with social responsibility.

On the other hand, some sectors have raised concerns about the social impact and the need for strict control mechanisms to prevent problems associated with gambling, such as addiction. In this regard, the referendum will be key to gauging public opinion and ensuring that the project moves forward with transparency and consensus.

The possible legalization of casinos in five-star hotels represents a significant change for the gaming industry in Ecuador, where regulated offerings have been limited until now. It will be essential to closely monitor the development of this process and its impact on the local iGaming and entertainment ecosystem.
