Haddad Pushes for 50% Tax Hike on Sports Betting

Conflicting tax agendas: local incentives vs. federal pressure

August 5, 2025 – www.zonadeazar.com While Brazilian capitals cut the ISS municipal tax to attract legal betting operators, Finance Minister Fernando Haddad promotes Provisional Measure 1.303/2025, proposing a 50% increase on GGR tax, shaking up the regulated iGaming market.

Tax increase from 12% to 18% on Gross Gaming Revenue

The new GGR tax proposal raises it from 12% to 18%. Combined with 25% IRPJ and 9% CSLL, the total tax burden reaches 38%, raising viability concerns among regulated platforms.

Stakeholders meet with MP rapporteur

Congressman Carlos Zarattini met with major stakeholders like Stake, BetBoom, Softswiss, ABRAJOGO, and others. The sector warned about illegal platforms dominating 40%–60% of the market, causing estimated tax losses of up to R$7 billion/month.

Haddad to testify before congressional committee

Before deliberation, the mixed commission—chaired by Senator Renan Calheiros—will hear Haddad. A public hearing dedicated to the betting tax impact is expected soon.

Other changes in Provisional Measure 1.303/2025

  • Taxation of formerly exempt assets: LCI, LCA, REITs, Fiagros
  • New rules for stock trading, asset loans, foreign investments
  • Higher CSLL for digital institutions
