Haddad: Bill taxing fintechs, sports betting to have impact under R$5 bn

Brazil.– November 6, 2025 – www.zonadeazar.com  The Minister of Finance, Fernando Haddad, stated that the PL 5.473/2025 – which proposes to double the tax rate on sports betting from 12 % to 24 % and raise CSLL for fintechs – will have a fiscal impact of less than R$ 5 billion.

Overview

On Wednesday, November 5, Haddad said that the bill under review at the Comissão de Assuntos Econômicos (CAE) is unlikely to disrupt the 2026 Budget process, as its fiscal effect is estimated below R$ 5 billion.

Details / Context

According to the minister, the motive behind the bill is “tax fairness” rather than urgent revenue generation. He indicated that any necessary budget adjustments would be minor.

Future Outlook

Though part of a broader tax reform targeting fintechs and betting companies, the central message was that the measure will not impose a significant burden on public finances.

Regulatory & Institutional Topics

The proposal forms part of a wider review of Brazil’s digital and gambling tax architecture, aiming to correct distortions and strengthen fiscal governance.
