Mexico To Update Its Gaming Law Amid Online Betting Boom

Mexico.– October 21, 2025 – www.zonadeazar.com President Claudia Sheinbaum announced a full reform of Mexico’s Federal Gaming and Raffles Law to align it with the country’s rapidly growing iGaming market.

President Claudia Sheinbaum has confirmed her administration’s intention to modernise the Federal Gaming and Raffles Law, originally enacted in 1947, to bring it in line with the realities of today’s digital betting environment.

Speaking at the National Palace, Sheinbaum stated that “technology has changed our reality, and our legislation must evolve accordingly.”

Over the past five years, the Mexican online betting sector has grown dramatically, with more than 250 licensed operators and an estimated 15 million active online players. Yet, regulation remains outdated, offering little guidance for modern digital platforms.

The Interior Ministry and the General Directorate of Gaming and Raffles will oversee the drafting of the new legislation, which is expected to include:

The reform will bridge the gap between land-based and online gaming and align Mexico with global regulatory best practices seen in Spain, Colombia, and Brazil.
According to the Mexican Institute for Competitiveness (IMCO), the new framework could boost annual tax revenue by up to 35 % and attract foreign investment in cybersecurity and fintech.

It also seeks to establish sports integrity measures, ensuring transparency and cooperation among operators, leagues, and national authorities.
