Ministry of Sport Sets Criteria for Allocation of Lottery and iGaming Revenues

Brazil.– October 23, 2025 – www.zonadeazar.com Brazil’s Ministry of Sport has issued Ordinance MESP No. 94, defining criteria and supervisory procedures for the use of revenues from numerical‐payout lotteries and iGaming fixed‐odds bets, which are transferred to state and district sport secretariats.

Overview

The ordinance establishes the Permanent Commission for Regulation and Monitoring (CPRM) within the Ministry, tasked with developing application criteria, reviewing funding plans, issuing technical opinions and supervising compliance with Laws 13.756 and 14.790. 
The aim is to ensure that regulated gaming revenues are transparently and effectively channeled into school sport, Olympic & Paralympic movement, sports infrastructure and support for athletes with disabilities.

Details / Context

  • Under the ordinance, beneficiary entities must submit a partial report by July 20 and a final report by January 20 of the following year.

  • The CPRM will comprise representatives from national directorates including Projects, Amateur Sport, Football & Spectator Rights, Elite Sport, Para‐Sport, Sports Betting & Economic Development of Sport, among others.

  • The funds involved derive from the collection of numerical lotteries and fixed‐odds bets, and are transferred to executing units as per the relevant legislation.

Future Outlook

This regulatory framework strengthens governance over regulated gaming in Brazil by aligning gaming revenue collection with sports funding.
For the iGaming sector, it means increased control and reporting obligations regarding funds and their ultimate use.
It also paves the way for Brazil to build a responsible betting ecosystem where part of the revenue directly supports sports development.
