Rio de Janeiro Regulates Electronic Betting Terminals

Official decree for VLTs and betting machines

Brazil.– August 19, 2025 – www.zonadeazar.com Rio de Janeiro’s governor, Cláudio Castro, has signed a decree regulating the installation of VLTs (Video Lottery Terminals), kiosks, and other betting equipment in commercial venues connected to sports and entertainment, such as sports bars and retail betting shops.

Oversight by Loterj

The Loterj will be in charge of accrediting, certifying, and monitoring the machines, which will include tracking systems and data protection features. Only registered players over 18 years old will be allowed to participate.

PIX payments and job creation

Bets will be made exclusively via PIX, linked to the CPF for Brazilian players or a passport for foreign players. The government expects the creation of up to 65,000 jobs, along with a direct positive impact on the state’s economy and tourism sector.
