São Paulo Fintech Leads R$51M Lotesul Lottery Bid

Overview

Idea Maker Meios de Pagamento e Consultoria moved ahead in the tender after a competitor was technically disqualified. The company has been invited to submit its final bid and must now pass a proof-of-concept technical evaluation before a final decision is made.

Founded in 2011, the fintech already operates locally as the developer of the MS Cap application, a capitalization product that replaced Pantanal Cap in 2021.

Context

The company proposed transferring 35.33% of lottery revenue to the state, significantly higher than the 14.33% minimum requirement set in the bidding notice.

The future operator will need to provide a full technological platform capable of managing sales, verifying bettors, paying prizes and collecting taxes.

Market impact

Winning the Lotesul contract would represent a major portfolio expansion for Idea Maker. The company already manages digital applications across several Brazilian states including São Paulo, Minas Gerais, Paraná and Santa Catarina.

Future outlook

The outcome of the tender has no defined deadline yet, especially after competitor Prohards signaled it may appeal its technical disqualification. The Mato Grosso do Sul government will first schedule a technical test to confirm the company’s operational capacity.
