São Paulo Fintech Leads to Operate Lotesul Lottery

Brazil.- March 13, 2026 www.zonadeazar.com A fintech based in São Paulo has taken the lead in the bidding process to operate the Lotesul lottery, the state lottery of Mato Grosso do Sul, in a contract projected to generate R$51.4 million (US$9.9 million) in annual revenue.

The company Idea Maker Means of Payment and Consulting advanced in the process after one of its competitors was technically disqualified, positioning itself as the frontrunner to manage the system.

Overview

The Lotesul project aims to implement a comprehensive technological platform capable of centralizing and validating all operations related to the state lottery.

This includes sales control, secure bettor identification, prize payments and tax collection associated with the lottery system.

To strengthen its position in the bidding process, the fintech submitted a strong commercial proposal.

The company offered to transfer 35.33% of total lottery revenue to the state, far exceeding the 14.33% minimum requirement established in the tender.

Details and context

Founded in 2011, Idea Maker already operates in the regional market with technology solutions linked to capitalization products.

One example is the MS Cap application, which replaced the Pantanal Cap product in 2021 and has become a relevant digital solution in the local market.

The company is led by executive Jorge Ramos de Oliveira Júnior and businessman Marcelo Augusto Galli.

With share capital of R$5.5 million (approximately US$1.05 million), the fintech currently operates in several Brazilian states, including São Paulo, Minas Gerais, Paraná and Santa Catarina.

Future outlook

Winning the Lotesul contract would represent a major expansion step for the company’s portfolio.

However, the bidding process still has no final deadline. Competitor Prohards has indicated it will appeal its technical disqualification, which could extend the process.

Meanwhile, the state government is expected to schedule a proof-of-concept test to certify the technological capability of the leading bidder before confirming the final contract.
