São Paulo: “The Future of Gaming in Brazil”

Brazil – May 20, 2025 | www.zonadeazar.com – The Secretary of Prizes and Betting of the Ministry of Finance, Regis Dudena, and the Undersecretary of Authorization, Daniela Olímpio, emphasized the importance of regulating fixed-odds betting to establish a healthy and secure market in Brazil. Their statements were made during the event “The Future of Gaming in Brazil”, held in São Paulo at the auditorium of Pinheiro Neto Advogados, one of the country’s leading law firms in the sector.
They highlighted the need for strict oversight of companies authorized to offer fixed-odds betting.
“Operators authorized by the Secretariat of Prizes and Betting (SPA) must comply with all the rules issued under Law 14.790/2023, or face penalties — including possible loss of their license. These measures aim to protect both bettors and the broader economy,” said Dudena.
The regulation is intended to protect bettors and strengthen popular economic interests, as Dudena reinforced. Companies that fail to comply will face severe sanctions, including the revocation of their authorization.
“It is vital that authorized companies follow the published rules. This is not just about compliance; it’s about social responsibility,” he stated.
SPA representatives also stressed the importance of combating illegal activity, including monitoring financial and payment institutions, which may also be audited and sanctioned if they facilitate illegal betting operations.
In addition to Regis Dudena and Daniela Olímpio, the event featured Gerson Romantini, head of the anti-money laundering and counter-terrorism financing division at the Central Bank, and Sergio Pompilio, president of the Advertising Self-Regulation Council (Conar).
Another major topic discussed at the event was the fight against illegality in the betting sector. Monitoring of financial and payment institutions involved in betting transactions is a crucial part of this effort. Romantini emphasized that these entities can also be held accountable if they allow illicit transactions.
Concerns related to money laundering and advertising regulation for betting operators are central themes in the legislation recently introduced by SPA. These new rules, published in February 2024, aim not only to regulate the market but also to curb practices that could harm consumers and compromise market integrity.
The creation of rules to combat money laundering and regulation of betting advertising were among the main priorities of the SPA regulations released in February 2024. The Central Bank and Conar have been key partners in discussions on these matters.
