SPA and State Lotteries Advance Creation of the National Betting System

Brazil – August 13, 2025 – www.zonadeazar.com – The Secretariat of Prizes and Betting (SPA) and state lottery entities are moving forward with the creation of the National Betting System (Sinapo), aimed at setting minimum standards for lottery activities across Brazil. The first two meetings were held in July in a hybrid format at the Ministry of Finance headquarters in Brasília.
Sinapo’s Purpose
Sinapo will serve as a forum bringing together different federal entities that operate or intend to operate lotteries in Brazil. Its goals include:
- Establishing minimum lottery activity standards
- Promoting responsible gambling policies
- Combating money laundering
- Standardizing licensing, oversight, and sanction processes
Participation and Key Topics
Representatives from the Federal District and 16 states, including Acre, Amazonas, Bahia, Ceará, Goiás, and Minas Gerais, took part.
The first meeting addressed licensing, supervision, and sanctions.
The second meeting focused on responsible gambling and anti-money laundering measures.
Next Steps
The working group will discuss joint actions, including participation criteria for the Self-Exclusion Platform being developed by the Federal Government to protect bettors’ mental and financial health.
