President Yamandú Orsi Signs Decree on Electronic and Automatic Bets

Uruguay.- August 27th 2025 www.zonadeazar.com Uruguay’s President, Yamandú Orsi, has signed a decree establishing a new tax on electronic and immediate-resolution betting machines. The regulation was also signed by the Minister of Economy and Finance, Gabriel Oddone.

Key Details of the New Tax

  • The tax applies to every monetary bet, whether made with chips, coins, bills, electronic money, or other similar instruments.

  • The established rate is 0.75% of the total bet amount.

  • Operators must transfer the tax to the General Tax Directorate (DGI).

  • The Ministry of Economy and Finance (MEF) clarified that the taxable base will be the original amount risked by the bettor, excluding subsequent winnings.

Tax Administration

The DGI will be in charge of administering and settling the tax in accordance with regulatory conditions.

Montevideo Moves Toward Transferring Casino Management to the State

Montevideo’s Mayor, Mario Bergara, announced upcoming talks with the MEF to transfer the management of municipal casinos to the General Directorate of Casinos (DGC), which is part of the ministry.

Bergara explained that the current municipal administration is merely historical and no longer makes sense. He stressed that the goal is not to close casinos but to reorganize their management under a national framework while respecting workers’ rights.
