Zona de Azar Brasil – Brazil: Approve Lottery to Support Women in Situations of Violence

Brazil.- June 12, 2024 www.zonadeazar.com  The Finance and Taxation Committee of the Chamber of Deputies approved a proposal to create the Mulher da Sorte lottery, aiming to help women who face domestic and family violence.

This initiative appears as a means of allocating resources to programs and actions aimed at supporting these women.

The approved text establishes that the lottery can operate both physically and virtually. Participants actively try to predict the numbers drawn in each contest, according to the numerical prediction model adopted.

Initial proposal and distribution of resources for the Mulher da Sorte lottery

The initial proposal, presented in Bill 4462/21, authored by former deputy Rejane Dias, included the creation of a monthly benefit worth one minimum wage for women, financed in part by lottery revenue.

However, the rapporteur, deputy Laura Carneiro (PSD-RJ), amended the project to ensure its compliance with fiscal and budgetary responsibility laws.

Laura Carneiro highlighted the importance of adapting the proposal to legal requirements, proposing a substitute subamendment that excludes the creation of the cash benefit and allocates a portion of the lottery proceeds directly to the Ministry of Women.

“To remedy the incompatibility with budgetary and financial legislation, I present a substitute subamendment excluding the creation of the benefit and allocating the respective percentage of revenue from the Mulher da Sorte lottery to the Ministry of Women, supporting assistance to women in situations of domestic violence and familiar”, argued the rapporteur.

Furthermore, the rapporteur included in the text the allocation of part of the revenue to finance Social Security, as provided for in the Federal Constitution.

The new wording establishes the distribution of the funds raised as follows:

  • 0.5% for Social Security;
  • 25.5% to the Ministry of Women, to assist women in situations of domestic violence;
  • 10% to finance housing for women victims of violence;
  • 19.13% for funding and maintenance expenses of the lottery operator;
  • 44.87% for payment of prizes and taxes on the prize.
  • Additionally, the rapporteur established that prizes not collected by the winners within the stipulated period will also be returned to the Ministry of Women.

Therefore, the proposal now goes to the Constitution, Justice and Citizenship Commission (CCJ) for conclusive analysis.
