Zona de Azar Brasil – Brazil: Guidelines for the 4th phase of Sports Betting Regulation

Brazil.- July 15, 2024 www.zonadeazar.com SPA, Secretariat of Prizes and Bets, of the Ministry of Finance, launched in the Official Gazette of the Union (DOU) this Friday, 12th, the ordinance SPA/MF 1,143.

The ordinance contains all guidelines related to policies, procedures and internal controls to prevent money laundering in accordance with Law No. 9,613, of March 3, 1998.

The document signed by the secretary of the SPA, Régis Dudena, also presented the guidelines to inhibit the financing of terrorism and the proliferation of weapons of mass destruction (PLD/FTP) and other related crimes to be adopted by betting operators that exploit bets on fixed quota, in accordance with Laws No. 13,756, of December 12, 2018, and No. 14,790, of December 29, 2023.

The publication of the ordinance implies the beginning of the fourth and final phase of the regulation of sports betting in Brazil. The regulatory phases are:

Phase 1 (four ordinances) – took place until the end of April.

Qualification of certification laboratories;
Payment options;
Betting Systems
Authorization.

Phase 2 (two ordinances) – took place until the end of May.

Money laundering and other crimes;
Rights and duties.

Phase 3 (three ordinances) – took place until the end of June.

Online game;
Inspection ordinance;
Sanctioning action.

Phase 4 (two ordinances) – will take place until the end of July.

Responsible Gaming;
Social destinations.
