Brazil.- March 13, 2025 – www.zonadeazar.com The Sports Commission (CESp) will hold a public hearing to discuss two bills that restrict fixed-odds betting advertising, commonly known as betting.
One of them bans advertising on these platforms (PL 2.985/2023), and the other prevents athletes and celebrities from endorsing sports betting (PL 3.405/2023).
The requests for the hearing were approved at Wednesday’s (12) meeting. The date for the debate will be set by the collegiate body.
The Sports Commission (CEsp) to Discuss Bills Restricting Betting Advertising in a Public Hearing
The Sports Commission (CEsp) will hold a public hearing to discuss the bill that bans advertising for fixed-odds betting services, known as betting (PL 2.985/2023), and the proposal that prohibits athletes and celebrities from endorsing sports betting platforms (PL 3.405/2023). Submitted by Senators Carlos Portinho (PL-RJ) and Jorge Kajuru (PSB-GO), the requests to debate these topics were approved this Wednesday (12). The date for the debate has not yet been set.
The author of PL 2.985/2023 is Senator Styvenson Valentim (PSDB-RN). In his justification, he argues that, given the economic power accumulated by betting companies, the Legislature must act to establish limits on the industry. Portinho is the rapporteur for this bill.
Bill 3.405/2023 was introduced by Senator Eduardo Girão (Novo-CE) and has a similar purpose. The rapporteur is Senator Sérgio Petecão (PSD-AC). This bill includes in the law regulating betting a ban on advertising by sports teams, athletes, former athletes, as well as presenters or commentators of any sport and any media outlet. It also prohibits advertising by celebrities, digital influencers, or any person, as defined in the regulations, who may influence the behavior of a significant number of people.
The term “apuestas” is an abbreviation of the English word “betting,” which, in the digital context, refers to online platforms offering betting services. The need for a deeper discussion on the topic was also supported by Petecão, Girão, and Senator Romário (PL-RJ).
Portinho requested that the debate take place in April, preferably in the Senate Plenary, and that representatives from all viewpoints on the issue be invited.
The CEsp president, Senator Leila Barros (PDT-DF), said she would seek to accommodate the requests and promised to expedite the matter.
Injured Athlete Protection
At Girão’s request, CEsp postponed on Wednesday the vote on a bill requiring sports competition regulations to establish procedures and rules aimed at protecting the image and dignity of athletes in case of injuries sustained during matches. Bill 3.742/2024, authored by Senator Jorge Kajuru (PSB-GO), has a favorable opinion from Girão, but he requested more time to refine the proposal.
Professional Transition
Also at Portinho’s request, CEsp postponed the vote on a bill that requires sports training organizations to raise awareness among aspiring athletes about the time limits of a sports career and the need for professional transition planning. PL 4.439/2024, authored by Leila Barros, has a favorable opinion from the rapporteur, Senator Jorge Kajuru (PSB-GO).
Portinho, however, argued that he needs more time to study the text.
