Brazil – February 19, 2025 – www.zonadeazar.com The Secretariat of Prizes and Betting (SPA) of the Ministry of Finance and the National Consumer Secretariat (Senacon) of the Ministry of Justice and Public Security have signed a Technical Cooperation Agreement (ACT) to protect the rights of bettors in the regulated fixed-odds betting market, which includes betting operators, while preventing and mitigating negative externalities in this sector.

SPA and Senacon have committed to producing informational materials on consumer rights in this entertainment market, both with guidance aimed directly at bettors and to instruct members of the National Consumer Protection System, which includes state and municipal consumer protection agencies (Procons), public defenders, the public prosecutor’s office, and civil consumer advocacy organizations.

Joint initiatives with Senacon’s National Consumer Protection School are also planned, promoting training and guidance to raise awareness among bettors. As part of the commitments under the ACT, the agreement reinforces the requirement that all betting companies participate in the Consumidor.gov.br platform. In addition to enhancing consumer protection, this measure will also serve as a monitoring tool for SPA, allowing close supervision of companies operating in the market.

The two secretariats have committed to continuously exchanging information to improve the efficiency of their work. This joint effort will enable more effective monitoring of industry practices and the protection of bettors’ rights.

“The partnership between SPA and Senacon is an important tool for one of the pillars of fixed-odds betting regulation, which is ensuring the rights of bettors. In such a new market, providing people with information is especially important,” said Regis Dudena, Secretary of Prizes and Betting.

For the National Consumer Secretary, Wadih Damous, “the ACT reinforces Senacon’s commitment to consumer protection, ensuring that bettors have their rights respected and access to effective protection mechanisms.” He also highlighted that, in addition to the requirement for adherence to the Consumidor.gov.br platform, the agreement establishes a direct communication channel between SPA and consumer protection agencies, enabling the rapid identification of complaint patterns and potential irregularities in the sector.

This strategic cooperation aims not only to strengthen oversight but also to foster a safer and more transparent betting environment, preventing abuses and ensuring that companies operate in compliance with current legislation.

Fixed-odds betting is a lottery modality legalized as a public service in December 2018, expanded by Law 14.790/2023, and regulated by various SPA Ordinances in 2024. Last year, a transition period was established for companies to adapt to the new rules. On January 1 of this year, the regulations came into effect, and only authorized companies can offer their services. One of the rules is the use of the “.bet.br” domain, which is exclusive to authorized sites.
