Zona de Azar Brazil – Lottery Regulation in Brazil: Felipe Mota Questions Cearapar’s Proposal
Brazil.- April 12, 2024 www.zonadeazar.com MP Felipe Mota (União) raised objections: “It is suggested that the State of Ceará assume the regulation of games whose details are still uncertain, including possible connections with criminal activities or entities influential.
We have lotteries and games operating at the federal level, and now there is a movement to transfer the administration of state lotteries to outside actors. However, this would not guarantee the State complete control over these games.”
Felipe Mota expressed his concern that such an action could facilitate the practice of money laundering and called on his fellow deputies to carefully analyze the proposal in its entirety.

“How can we defend the fight against crime in this house if we support measures that could ultimately favor the growth of money laundering in Ceará?” he asked.
He expressed concern about the proposal, fearing it could change the management of the guarantee fund without adequate public debate about its future use.
“Therefore, I will ask for more time to examine the project, with the aim of proposing an amendment and seeking a dialogue with the government leader to clarify the destination of the funds raised with these lotteries.”
It is crucial to ensure structured administration and avoid leaving decisions to chance. Otherwise, we risk becoming involved in a conflict of interest and encouraging money laundering schemes,” he concluded.
On the other hand, Deputy Sergeant Reginauro (União) highlighted the need to pay special attention to the proposal of the Government of Ceará and the importance of a detailed analysis and a broad debate among legislators.
“It is vital to approach this matter with diligence and discernment. We must avoid hasty processing of this matter, ensuring that all deputies can study and debate it in its entirety, thus avoiding hasty decisions,” he stated.
