Zona de Azar Paraguay – CONACOM Issues Opinion on Amendments to the Gambling Law

Paraguay.- 06th January 2025 www.zonadeazar.com  The Board of the National Competition Commission (CONACOM) issued Opinion D/06/2024, in which it analyzed the new legal framework approved by the Honorable Chamber of Deputies, which modifies and extends Law No. 1016/1997, establishing the legal regime for the operation of gambling games.

The technical body emphasized its mission to “promote and defend free competition in the markets” and, in its regulatory analysis role, reviews legal and economic barriers to competition, “to contribute to decision-making by authorities in the regulated sector with proper consideration of the impact their actions may have on competition.”

Opinion D/06/2024 follows Opinions D/04/2024, D/09/2023, and D/11/2022, which recommended greater openness in the sector by eliminating the exclusive concession for gambling operations and reconsidering geographical restrictions on casinos.

According to CONACOM, the approved bill proposes a more competitive regime than the current system and incorporates recommendations to promote competition in the sector, based on the institution’s analysis.

The opinion was communicated to the National Congress and the National Gambling Commission (Conajzar).
