Its objectives include improving financial oversight of leagues, introducing new governance rules for professional football and strengthening enforcement against audiovisual piracy.
The finances of French clubs and competitions have become an increasingly important issue following several years of uncertainty surrounding broadcasting rights and media partnerships.
Gambling Advertising
During parliamentary discussions, lawmakers considered an amendment that would have prohibited gambling advertising from the start to the end of sports broadcasts and banned operators from sponsoring sports clubs and federations.
The amendment was rejected.
Belkhir Belhaddad, rapporteur for the commission overseeing the bill, defended the economic role played by betting companies within professional sport, arguing that they represent an important source of funding at a time when financing is increasingly difficult to secure.
Protection of Younger Players
The discussions did, however, clear the way for possible mandatory loss limits for consumers aged between 18 and 25.
The proposal responds to concerns raised by the Autorité Nationale des Jeux (ANJ) over young adults’ exposure to gambling products.
Should the measure complete the legislative process, France would become one of the first regulated European markets to impose loss limits specifically aimed at younger gambling consumers.
The reform would also increase the ANJ’s ability to supervise loss levels and strengthen gambling moderation mechanisms.
Regulatory Context
The ANJ supported the proposal for tighter restrictions on gambling advertising during sports broadcasts and has repeatedly expressed concern about the normalisation of gambling, particularly among younger audiences.
French policymakers must nevertheless balance those concerns against the significant financial role betting companies continue to play within professional sport.
The debate is also taking place ahead of the 2027 presidential election and as France prepares to begin discussions over next year’s national budget.

The legislation must still complete its parliamentary passage before the proposed measures can take effect.
