Brazil: Petrópolis Launches Municipal Lottery

New Law Enables Local Management and Regulation

Brazil.- July 17, 2025 www.zonadeazar.com Law No. 9,048, published in the Official Gazette, officially authorizes the creation of the Petrópolis municipal lottery, allowing the city to manage or grant concessions for betting and lottery games under Federal Law No. 13,756/2018.

Economic Boost and Local Winnings

Councilor Tiago Leite (PSD) highlighted that the initiative will strengthen public finances and provide local players with better chances to win due to reduced external competition.

“Regionalizing the lottery increases local wins and improves public services,” Leite stated.

Operations will occur through public bidding, with 20-year renewable concessions under municipal supervision.

Allocation of Lottery Revenue

Initially, funds will go to Health (40%), Public Works (30%), and Culture (30%). However, Leite proposed reallocating: 50% to INPAS, 20% to Health, 15% to Education, and 15% to Sports.

This aims to balance municipal finances amid declining ICMS revenues and rising pension demands.

Support and Criticism

The Petrópolis Public Servants Union (Sisep) supports the measure for benefiting retirees and active workers.
Councilor Thiago Damaceno (PSDB) opposes it, advocating for business attraction over a municipal lottery.

The Petrópolis Chamber of Shop Managers (CDL) expressed concerns, suggesting investment in tourism and innovation but remains open to dialogue.

Oversight and Deadline

The Municipal Finance Secretariat will oversee the lottery, with periodic audits to ensure transparency. Regulation must be completed within 60 days.
