Brazilian Ministry of Sports Signs Agreement with IBIA

Brasília – May 16, 2025 | www.zonadeazar.com  On Thursday, Brazil’s Ministry of Sports and the International Betting Integrity Association (IBIA) signed a landmark cooperation agreement aimed at strengthening the integrity of sports betting in the country.

The partnership includes the sharing of data on suspicious betting activities and mutual support in investigations related to match-fixing and result manipulation. According to H2 Gambling Capital, IBIA currently monitors over 70% of Brazil’s licensed online betting market.

A key requirement of the new Brazilian betting regulation is that operators seeking a license must be affiliated with an independent sports integrity monitoring body. This bolsters IBIA’s ability to track transactions and safeguard the legitimacy of national competitions.

Brazilian Minister of Sports André Fufuca emphasized the importance of the agreement:

“We are signing a milestone in the fight against match-fixing in Brazilian sports. With this agreement, we’ll have the necessary tools to curb this practice and bring greater transparency to competitions. Athletes, clubs, organizations, fans, and the public can trust the fairness of results, unlocking the full potential of Brazilian sports.”

Sports Betting in Brazil: Market Expected to Reach R$191.7 Billion by 2028

A study published last year, The Availability of Sports Betting Products: An Economic and Integrity Analysis, projects that Brazil’s sports betting sector will move around R$191.7 billion by 2028.

Globally, IBIA monitors over US$300 billion in betting activity annually, covering more than 140 betting brands worldwide. In Q1 2025, the association reported 63 cases of suspicious betting to relevant authorities. IBIA is expected to play a key role in protecting the Brazilian market and ensuring fair play in sports.

This agreement will enable real-time sharing of suspicious betting data, including account-level information accessible only through IBIA’s exclusive global network.”

IBIA Issued Alert on Juventude Player Ênio for Suspected Match-Fixing

In April 2025, IBIA issued a manipulation alert regarding Ênio, a player for Juventude, after he received a yellow card during the first round of the Brasileirão Betano. The alert was sent to both the Brazilian Football Confederation (CBF) and the Federal Government.

Ênio was booked in the 36th minute after arguing with referee Paulo Cesar Zanovelli over a foul near Juventude’s penalty area. Multiple bookmakers reported unusual betting patterns on the player receiving a yellow card.

Though temporarily suspended, Ênio was later reinstated by Juventude following internal discussions. However, less than a month later, he received another alert after betting houses flagged abnormal betting activity for him to be booked during a 5-0 loss to Fortaleza.

Ênio did receive a yellow card in the 39th minute of the match. Due to the unusual volume of bets, some operators even blocked further wagers before kickoff.
