Brazil: Public Consultation on Betting Payments to Athletes and Sports Entities

Stakeholders have until August 6 to submit contributions

Brazil.- July 31, 2025 www.zonadeazar.com The Brazilian Ministry of Finance, via the Secretariat of Prizes and Betting (SPA-MF), launched Public Consultation No. 2/2025 to receive feedback on improving the payment system between betting companies and sports entities/athletes. The deadline is August 6.

Key highlights

  1. Image rights: Betting platforms use names, logos, and competitions of sports entities.

  2. Legal basis: Law 14.790/2023 mandates that 12% of GGR must go to public bodies and sports entities.

  3. Specific allocation: 7.3% must be allocated to the National Sports System and Brazilian athletes.

  4. Operational gap: No systems exist for confirming payment amounts or legal compliance.

  5. National Distribution Office (ENDR): Created to centralize payments from multiple operators.

  6. Initial deposits: Started in July 2025, but systems remain disorganized.

  7. COB & CPB concerns: Olympic and Paralympic committees demand transparency and timely disbursement.

  8. Athletes’ suggestion: Fairer sharing, modeled after TV rights (5% to players).

  9. Potential impact: Estimates point to R$ 300 million yearly in new revenue for Brazilian sports.

Lack of official allocation rules

Despite Ordinance SPA-MF 41/2025 requiring competition regulations to define resource allocation criteria, no such official rules currently exist, delaying proper payment execution.
