Boca Juniors and Betsson Spark Legal Debate Over Gambling Ads in Brazil

Brazil.- 23 October 2026 | www.zonadeazar.com The appearance of the Betsson logo on Boca Juniors’ shirts during a football match in Brazil has sparked a legal debate over the application of the country’s new restrictions on sports betting advertising.

The controversy arose on 20 October 2026, when the Argentine club faced Vasco da Gama at Rio de Janeiro’s Maracanã Stadium in the Copa Sudamericana.

Boca Juniors won 3-1 and qualified for the tournament final, but the visibility of its main sponsor raised questions about how Brazilian gambling legislation applies to foreign clubs.

Brazil’s Gambling Advertising Ban

On 25 September 2026, the Brazilian Government introduced Provisional Measure No. 1,394/2026, establishing a nationwide prohibition on fixed-odds betting and related commercial advertising.

The legislation does not expressly exempt foreign teams participating in international competitions hosted in Brazil.

This creates a conflict between two regulatory environments:

  • Brazil: prohibits sports betting advertising and sponsorship.
  • Argentina: permits commercial agreements with authorised gambling operators, including Betsson’s sponsorship of Boca Juniors.

Although the sponsorship agreement was signed in Argentina, the brand was displayed inside a Brazilian stadium and appeared in television broadcasts.

Could Boca Juniors Face Sanctions?

Eduardo Carlezzo, a lawyer specialising in sports law, argues that the foreign origin of the contract does not prevent Brazilian legislation from applying.

In his assessment, Betsson’s visibility at the Maracanã could constitute advertising prohibited under the provisional measure.

Potential consequences could include administrative fines and other consumer protection-related penalties.

Responsibility might also extend to other organisations involved in staging or broadcasting the match, depending on their participation.

However, the legality of the sponsorship exposure and any resulting liability remain matters for the competent authorities to determine. The appearance of the logo does not automatically result in sporting sanctions.

International Contracts Face Legal Uncertainty

Bernardo Freire Cavalcanti, a partner at gambling law firm Betlaw, warned about the consequences of applying national restrictions to international commercial agreements.

He argued that Brazil’s new rules could create uncertainty for clubs, sponsors and organisers of South American football competitions.

Cavalcanti also questioned the potential impact on companies operating legally in other countries.

The issue is particularly relevant for Conmebol, whose tournaments bring together teams operating under different national regulatory frameworks.

Conmebol Uses Virtual Advertising Technology

In response to Brazil’s restrictions, Conmebol has introduced virtual advertising overlays on LED pitchside boards during its competitions.

The technology allows different advertisements to appear depending on the country receiving the broadcast.

During the first leg between Boca Juniors and Vasco da Gama in Buenos Aires:

  • In Brazil: ESPN and SBT broadcasts displayed institutional messages and brands unrelated to gambling.
  • Elsewhere in Latin America: viewers could see Bwin advertising around the pitch.

This technology enables organisers to adapt certain commercial placements to local restrictions.

However, it does not remove sponsorship logos printed on players’ shirts, as demonstrated by the Betsson branding.

Experts Highlight Commercial Inequality

Fábio Wolff, sports marketing specialist and partner at Wolff Sports, warned that technological solutions do not fully resolve the underlying issue.

He explained that Brazilian clubs must remove certain sponsorships, while foreign teams may enter the country with commercial agreements signed under different national laws.

Meanwhile, Luiz Guilherme, Director of Clubs and Business at End to End Agency, highlighted how virtual advertising creates different commercial environments for Brazilian audiences and viewers elsewhere in South America.

Industry specialists are calling for clearer rules defining the responsibilities of clubs, event organisers and broadcasters.

Conmebol’s Commercial Agreements Also Face Questions

Conmebol maintains an institutional partnership with Betano until the end of 2028, associated with national team competitions.

Although this agreement does not necessarily involve gambling brands appearing on club shirts, Brazil’s restrictions create additional challenges for regional sponsorship arrangements.

Tournament organisers will need to assess how to comply with local legislation without undermining commercial commitments established in other markets.

Industry Impact and Next Steps

The Boca Juniors and Betsson case highlights a major challenge arising from Brazil’s new gambling restrictions: applying national advertising prohibitions to international sporting events.

The controversy could influence how foreign clubs display their sponsors during future matches held in Brazil.

For the iGaming industry, the dispute reinforces the importance of legal certainty, clear regulatory standards and commercial solutions compatible with the different legal frameworks across Latin America.
