Brazil: ANJL Warns on Betting Tax Burden

Concerns over tax hike in Brazil
Brazil.- July 11, 2025 – www.zonadeazar.com The National Association of Gaming and Lotteries (ANJL) has warned that the six-point tax increase on GGR, under Provisional Measure 1.303, could make betting operations unfeasible in Brazil.
Impact on betting industry
During the Bet Summit in Brasília, ANJL President Plínio Lemos Jorge stated that internal studies show many operators will not withstand the increased tax burden, leading them to seek other markets, reducing government revenue, and boosting illegal operations.
Call for tax balance
At the “Taxation in the Betting Sector” panel, experts highlighted the legal uncertainty facing the industry due to regulatory changes and emphasized that excessive taxation could undermine competitiveness and reduce tax income.
Plínio Lemos Jorge: “When taxation is too high, revenue falls as operators leave, and the illegal market grows.”
Commitment to responsible gaming
Founded in 2023, ANJL represents over 20 companies in the sector, including Big Brazil, Aposta Ganha Loterias, Fast Gaming, and Reals Brasil, working towards a safe, responsible, and economically contributive betting market in Brazil.
