Brazil: Caixa Seeks to Block third-party Lottery Betting Services

Legal tension rises in the lottery intermediation market

Brazil.- 30 de Julio de 2025 www.zonadeazar.com  Brazil’s Caixa Econômica Federal is pushing to restrict companies that facilitate lottery betting for users through third-party websites. These platforms, approved by the Administrative Council for Economic Defense (CADE), allow users to place bets remotely, which are then registered at authorized lottery agencies.

Services also include suggestions for likely winning numbers and participation in group betting pools.

Government bodies hold conflicting views

While some court rulings have sided with Caixa, CADE maintains that intermediation is a legal service to consumers. Additionally, the Prize and Betting Secretariat (SPA) under the Ministry of Finance clarified that intermediaries do not exploit lotteries, but only facilitate access.

Ana Claro Barros, legal director at Aigaming, stated:

“Caixa is attempting to extend its monopoly even over cultural practices like bolões.”

Justice system to determine industry direction

With several second-instance lawsuits pending, the outcome will likely shape the future of Brazil’s digital lottery market, possibly establishing new rules for intermediated betting services.
