Brazil: Davi Removes Casino and Gambling Bill from Senate Agenda

Brazil.- July 10, 2025 www.zonadeazar.com Senate President Davi Alcolumbre removed from Tuesday’s (8) voting agenda the bill that would authorize casinos and bingo halls, legalize “jogo do bicho,” and regulate horse race betting in Brazil (PL 2.234/2022).

Davi explained the decision was due to low attendance in the chamber, divided opinions among senators, and requests for postponement from party leaders.

“There is clear division in the Senate on this issue. With only 56 senators present, the significant disagreement, and requests from senators who wish to be present, this presidency will remove the item from the agenda,” Davi stated during the session.

The bill would end an 80-year ban on gambling in Brazil, revoking parts of the 1946 law that prohibited gambling and sections of the Penal Misdemeanor Law related to these practices.

The proposal would legalize:

  • casino games

  • bingo games

  • video bingo

  • “jogo do bicho”

  • horse race betting (turf)

Senator Eduardo Girão (Novo-CE) welcomed the removal and advocated for the bill to pass through three Senate committees before a full vote.

“The population is anxious. I request the bill go through three committees and that, when it reaches the floor, it has a nominal vote,” he said.
