Brazil: Public Consultation on Betting Regulation – Agenda to be Published in April

Brazil – March 28, 2025 www.zonadeazar.com The Secretariat of Prizes and Betting (SPA) of the Ministry of Finance will close the public consultation on the regulation of online betting platforms, commonly known as “bets,” in Brazil this Thursday (27).
The contribution period, which began in February, allowed individuals and companies to submit suggestions through the Participa + Brasil platform. The SPA announced that the regulatory agenda with new guidelines will be published in April.
The consultation covered not only the infra-legal regulation of the platforms but also the definition of priority topics and their order of discussion.
The original proposal may undergo adjustments based on the suggestions received. Additionally, the new legislation could directly impact the operations of companies in the sector.
Commercial Promotions and Banned Bettor Registry
The SPA also included in the regulatory agenda issues such as commercial promotions and the regulation of the instant lottery (Lotex). These measures are part of the process initiated last year when the sector’s regulation was discussed and implemented starting January 1.
Since then, only authorized companies have been allowed to operate in the country. The regulation aims to ensure greater control over betting activities and increase tax revenue.
In February, the SPA announced the creation of a national registry of individuals prohibited from betting. This database will include individuals legally barred from betting, such as sports executives, players, coaches, referees, minors, and members of regulatory bodies.
Additionally, the list will also include those banned by court decisions. This initiative aims to enhance transparency and reduce the risks of sports manipulation.
Details regarding this registry will be the subject of a new public consultation between April and June. The forecast is that the ban list will come into effect in the second half of the year.
Thus, the SPA will include the creation of this database among the first items in the April regulatory agenda. The agency also intends to integrate this system with other databases to strengthen its effectiveness.
Bets CPI
This week, the Bets Parliamentary Inquiry Commission (CPI) advocated for measures to reduce the amount of time Brazilians spend on online betting platforms. The proposal aims to mitigate the negative impacts of excessive gambling and could lead to new control regulations.
The discussion on users’ exposure time to betting is expected to gain prominence in the upcoming regulatory debates.
