Chile Steps Up Enforcement Against Illegal Gambling Venues in Linares
Chile.- 13 October 2026 | www.zonadeazar.com Chilean authorities have carried out a coordinated enforcement operation targeting venues suspected of illegally operating gambling machines in central Linares, in the Maule Region.
Four establishments were inspected, with three receiving citations over irregularities identified during the operation.
Multi-Agency Operation
The inspections brought together several public bodies and law-enforcement agencies.
Participants included:
- Linares Provincial Presidential Delegation.
- Municipal Public Security.
- Municipal Revenue Department.
- Investigative Police, PDI.
- Carabineros.
- Internal Revenue Service, SII.
- Labour Inspectorate.
The joint operation is intended to strengthen oversight of venues operating outside the legal framework.
Three of Four Venues Cited
Provincial Presidential Delegate Christian González confirmed that three of the four inspected establishments received citations.
Operators will now be required to provide information and respond to the irregularities detected during the inspections.
Entertainment Venues Under Scrutiny
A key objective is to identify businesses presenting themselves as entertainment venues.
Authorities suspect that some are actually operating machines that qualify as games of chance.
Machines Without Authorisation
Linares Mayor Mario Meza said inspections are specifically targeting machines operating without the required authorisations.
In Chile, gambling is generally prohibited unless expressly authorised under specific legislation.
Municipalities Cannot License Illegal Gambling Machines
Current rules do not allow municipalities to issue commercial permits for establishments operating illegal games of chance.
Permits covering skill-based machines must also comply with the technical procedures established under existing regulation.
Comptroller Requirements
Meza said the enforcement activity also responds to requests made by Chile’s Comptroller General.
The operation forms part of a wider control effort that local authorities have been carrying out for some time.
Future Inspections to Be Unannounced
The Provincial Presidential Delegation said future operations will be conducted without prior notice.
The aim is to prevent venues from temporarily changing their activities ahead of inspections and thereby increase enforcement effectiveness.
Difference From Licensed Casinos
Chile’s Superintendence of Casinos, SCJ, supervises only casinos authorised under Law No. 19.995.
Illegal venues operating unauthorised gambling machines fall outside that direct supervisory regime and may instead face municipal, police, tax and potentially criminal enforcement.
Tackling Illegal Gambling
Authorities in Linares are seeking to reduce the presence of venues operating outside the formal system.
The approach combines commercial, tax, labour and security enforcement.
Next Steps or Impact
The three cited venues must now respond to the irregularities identified by authorities.
Meanwhile, the municipality and participating agencies will continue carrying out unannounced inspections.
The strategy is intended to increase pressure on illegal gambling venues and draw a clearer distinction between legitimate entertainment businesses and establishments operating unauthorised gambling machines.
