46 operators gain preliminary approval; ADM to finalize by November 12

New tax rates, higher license fees and RG obligations reshape the market

Italy.- July 30, 2025 www.zonadeazar.com  Italy’s civil agency ADM announced an extension of its online gaming license approval process through November 12, 2025, allowing more time for comprehensive evaluations.

Among the 46 operators with initial approvals are Betfair, Snaitech, Sisal, LeoVegas, Bet365, 888 Italia, Betsson, and William Hill. Each approved operator must pay a €7 million license fee per vertical per brand, up from €200,000 in 2018.

New rules also introduce a combined tax rate exceeding 28% of GGR, and operators must allocate 0.2% of GGR (up to €1 million) to responsible gambling campaigns.

The reform is expected to consolidate the Italian market, reinforcing its status as one of Europe’s most regulated online gaming environments.
