Ministry of Sport to Supervise Sports Betting Sites

Brazil – April 8, 2025 www.zonadeazar.com – Ministerial Order MESP No. 31, dated April 4, 2025, establishes rules for the supervision of fixed-odds sports betting sites, in accordance with Ministerial Order MESP No. 125, dated December 30, 2024. The Ministry of Sport will create a technical team to oversee sports betting sites to ensure compliance with the Ministry of Finance’s regulations.
It states that the National Secretariat for Sports Betting and Economic Development of Sport will be responsible for this supervision, through a Technical Team composed of designated members.
This team will periodically analyze the websites of betting operators to verify compliance with legal and regulatory requirements, including checking the commercial brand used, the offering of sports categories according to the official list, and identifying potential violations of current regulations.
Furthermore, according to the order, the “Ministry of Sport may develop and implement a platform to ensure the integrity of sports operations in the sector and may establish partnerships with regulatory bodies, federal entities, educational and research institutions, universities, technology companies, and international organizations to enhance oversight tools and processes.”
The ministerial order was signed by André Fufuca, Brazil’s Minister of Sport.
SPA/MF Ministerial Order Regulates Account Blocking
On March 21, the Secretariat of Prizes and Betting (SPA) of the Ministry of Finance published Ministerial Order SPA/MF No. 566, which establishes new rules to combat the operation of unauthorized fixed-odds betting companies in Brazil. The measure aims to protect the legal market and prevent financial institutions from facilitating these operations.
One of the key points of the order is the blocking of suspicious accounts. Financial and payment institutions are prohibited from opening or maintaining transactional accounts for companies and individuals that operate fixed-odds betting without authorization.
If signs of irregular financial activity are detected, these institutions must report them to the Secretariat of Prizes and Betting (SPA) within 24 hours. Information such as the account holder’s CPF or CNPJ, agency and account number, and linked Pix key must be forwarded to the SPA.
