Piaçabuçu Establishes Municipal Lottery to Fund Public Services

Local law enables sweepstakes and fixed-odds betting

Brazil.-  July 29, 2025 www.zonadeazar.com   Mayor Rymes Lessa has signed Law 603/2025, officially creating the Municipal Lottery Service of Piaçabuçu (Lotepi). The law authorizes the city to run or delegate various formats of betting and gaming, including sweepstakes, to raise funds for social and public services.

Revenue will fund social investment areas

Proceeds from ticket sales will be used to pay out prizes, cover taxes, and handle operational expenses. Any surplus revenue will be directed to healthcare, education, culture, tourism, public safety, social welfare, and human rights.

The service may be operated directly or via public-private partnerships, concessions, or licensing. Unclaimed prizes after 90 days will go to the city’s Social Assistance Fund.

Fraud prevention and regulation in 120 days

The city must issue a regulatory decree within 120 days, including robust anti-fraud systems and governance structures to ensure transparency and lawful use of funds.
