President of Loterj Voices Support for Casino Bill in Brazil

Brazil – July 8, 2025 www.zonadeazar.com – The President of the Rio de Janeiro State Lottery (Loterj), Hazenclever Lopes Cançado, publicly declared his support for the bill legalizing physical casinos and bingo halls in Brazil, calling it “urgent and strategic” for the country’s development.
Loterj President Highlights the Importance of Regulation
On his LinkedIn account, Hazenclever praised Senator Irajá’s (PSD-TO) report on the bill, emphasizing the need for a modern and balanced regulatory framework for the gaming industry.
“The legalization of gaming is urgent and strategic for Brazil! I fully support Senator Irajá Silvestre’s report, which presents a modern, balanced regulatory framework aligned with best international practices,” wrote Hazenclever.
He added:
“Regulating gambling, casinos, bingos, jogo do bicho, and online betting is essential to generate jobs, attract investment, boost tourism, and ensure responsible tax collection. Rio de Janeiro, through Loterj, has already proven that this can be done seriously.”
Casino and Bingo Bill to Be Voted Today
The Casino Bill (PL 2.234/2022) is on the agenda of the Federal Senate this Tuesday (July 8), proposing the authorization of physical casinos, horse racing betting, bingo halls, and the legalization of jogo do bicho nationwide.
The bill, approved by the Senate’s Constitution and Justice Committee (CCJ) in June last year, received the support of 14 senators, while 12 opposed the proposal.
Although it was initially scheduled for discussion in December 2024, the bill was postponed following opposition senators’ requests.
According to Senator Irajá, the bill’s rapporteur, the initiative enjoys “broad support” from both the private sector and the government.
