Tierra del Fuego IPRA Introduces Competitive Hiring and Promotion Rules
Argentina.- 2 October 2026 | www.zonadeazar.com Tierra del Fuego’s Provincial Betting Regulation Institute, IPRA, has reached an agreement with the State Workers Association, ATE, to establish a new employment framework based on public competitions, job stability and administrative career progression.
The agreement introduces formal rules both for entering the organisation and for gaining access to higher positions.
Mandatory Competitions
Under the new system, candidates will be required to compete for entry into IPRA.
The same procedure will apply to employees seeking appointment to positions within the organisation.
This model had not previously been applied generally across the institute.
Predefined Rules
The aim is to establish clear and predictable procedures for filling vacancies.
Competitions will allow candidates to be assessed according to requirements and criteria set in advance.
Ending Arbitrary Appointments
ATE said the agreement is intended to move away from practices the union described as “arbitrary appointments”.
The organisation believes competitive procedures will improve transparency and predictability within the administrative career structure.
Employment Stability
The agreement also seeks to strengthen job stability.
Career progression will become more closely linked to formal procedures rather than discretionary appointments.
Thirteen Agreed Points
Union representatives and provincial authorities also reached agreement on 13 additional points within the Permanent Commission for Application and Labour Relations.
These points will now be submitted for final approval.
Statements
Jonathan Chocobar, Interior Secretary for ATE Tierra del Fuego, described the agreement as a “historic development”.
He highlighted that both entry into IPRA and access to internal positions will now depend on competitive procedures.
Around 800 Workers
ATE also raised the situation of approximately 800 people currently working through different provincial programmes.
These include the MET programme.
The union is calling for their employment status to be regularised and for workers to be formally incorporated into the public structure.
Wider Public-Sector Precedent
ATE intends to use the IPRA agreement as a precedent for other parts of the provincial administration.
The union wants competitive hiring, job stability and administrative careers to be extended more widely across Tierra del Fuego’s public sector.

IPRA is responsible for regulating and administering betting and gaming activities in Tierra del Fuego.
The new framework is intended to bring more predictable procedures to its internal employment structure.
