Regulates sports modalities and sports practice entities that can be the object of fixed-odds betting in real sports-themed events referred to in item I of art. 3 of Law Nº 14.790, of December 29, 2023, and art. 5 of the Interministerial Ordinance MF/MESP/AGU Nº 28, of May 22, 2024.
1. General Objective
The Portaria MESP Nº 125, dated December 30, 2024, aims to:
- Regulate sports modalities and entities that may be the subject of fixed-odds betting.
- Frame these rules within the scope of Law Nº 14.790, of December 29, 2023, and Interministerial Ordinance MF/MESP/AGU Nº 28, of May 22, 2024.
- Ensure that these bets are made exclusively on officially recognized sports modalities and events.
2. Sports Authorized for Betting
2.1 Sports Recognized by the IOC (International Olympic Committee)
Includes all modalities featured in the Olympic Games, such as:
- Aquatic sports: Swimming, Artistic swimming, Diving, Marathon swimming.
- Combat sports: Boxing, Fencing, Judo, Taekwondo, Karate, Freestyle and Greco-Roman wrestling.
- Team sports: Football, Volleyball, Basketball (including 3×3), Rugby 7s, Field hockey.
- Individual sports: Athletics, Cycling (all modalities), Gymnastics (artistic, rhythmic, trampoline), Golf, Rowing, Archery, and Shooting.
- Winter sports: Alpine skiing, Snowboarding, Skeleton, Bobsleigh, Curling, among others.
2.2 Pan-American Non-Olympic Sports
Includes popular sports in the Pan-American context, such as: Bowling, Water skiing, Wakeboarding, Basque pelota, Racquetball, and Artistic roller skating.
2.3 Paralympic Sports (Recognized by the IPC)
Adapted sports for athletes with disabilities: Paralympic athletics, swimming, wheelchair rugby, goalball, powerlifting, paraclimbing, Paralympic snowboarding, among others.
2.4 Deaf Sports (Recognized by ICSD)
Covers both summer and winter disciplines:
- Summer: Athletics, Swimming, Football, Basketball, Beach volleyball, among others.
- Winter: Curling, Ice hockey, Cross-country skiing, Chess for the deaf.
2.5 Sports Practiced by People with Disabilities
Includes:
- Adapted traditional sports: Athletics, Swimming, Football, Basketball, among others.
- Recreational and low-complexity activities: Dominoes, Capoeira, Snooker.
2.6 Popular Sports
Modalities with high public interest, such as:
- Motor sports: Car racing, Motorcycling, Rally.
- Combat sports: MMA, Jiu-Jitsu, Muay Thai.
- Others: Cricket, Lacrosse, Beach Tennis, Bodyboarding.
2.7 Recognized Equestrian Sports
Under Law Nº 13.364, modalities such as:
- Competition sports: Dressage, Endurance, Jumping, Rodeo.
- Skill tests: Barrel racing, Speed and agility.
2.8 eSports
Electronic sports recognized by the IOC are authorized for betting.
3. Restrictions
3.1 Non-Professional Events
Excludes events without participants officially linked to recognized entities.
3.2 Youth Categories
Betting on events exclusively composed of minors is prohibited.
4. Organizational Requirements
4.1 National Events
Events must comply with the requirements of Law Nº 14.597, of June 14, 2023, and be organized by nationally recognized entities.
4.2 International Events
Events held outside Brazil are not subject to the organizational requirements established for national events.
5. Recognition and Updating
The Ministry of Sports is responsible for maintaining an updated list of modalities authorized for betting. New modalities may be incorporated based on official recognition.
6. Validity
- General implementation: January 1, 2025.
- Article 6 and its sole paragraph: January 1, 2026.
