Lula’s concerns

The bill, which has already passed the House, now awaits a full Senate vote. If it is approved without amendments, it will go to President Lula’s desk for final approval. Lula also addressed concerns about the socioeconomic impacts of gambling, noting that while legalization could create jobs, it is unlikely to be a panacea for Brazil’s economic challenges.

He expressed skepticism about claims that the measure would create 2 million jobs, arguing that while casinos could provide employment to poorer people, these people are unlikely to be customers.

Furthermore, Lula highlighted the rise of online sports betting and its potential impact on young people, underlining the need for careful regulation.

What PL 2234 (2022) includes

PL 2234 (2022), aims to regulate gambling and betting in Brazil, modifying and repealing obsolete laws. The bill is structured into ten titles, covering general provisions, the establishment of the National Gaming and Betting System (Sinaj), licensing requirements and measures to prevent money laundering and the financing of terrorism.

It seeks to put an already existing, often illegal, economic activity under state control, reducing links to organized crime. The bill includes the creation of a national registry of prohibited persons (RENAPRO) and imposes a 20% tax on prizes over 10,000 reais (just over 1,700 euros).

The commission’s analysis confirms the constitutionality and economic importance of the bill, proposing amendments to improve the text. The regulation is expected to formalize the gaming sector, ensuring state oversight and addressing issues such as gambling addiction and financial crimes.
