Brazil Senate Changes Allocation of Federal Lottery Revenue

The proposal transfers 0.01% of lottery revenue, currently allocated to the Federação Nacional dos Clubes (Fenaclubes), to the Comitê Brasileiro de Clubes (CBC).
The bill has received Senate plenary approval and will now move to the President for sanction.
Revenue Allocation Change
The proposal amends Law No. 13,756/2018, which governs, among other matters, the distribution of certain federal lottery proceeds.
The 0.01% share will no longer be transferred to Fenaclubes and will instead be allocated to the CBC.
The measure does not create additional expenditure or increase the overall amount of lottery funding directed towards sports clubs.
Funding Purpose Remains Unchanged
The money will continue to fund professional education and training for sports-club managers.
Only the organisation responsible for administering the funding will change.

Plenary Approval
One day after receiving approval from the economic affairs committee, the proposal was endorsed by the full Senate.
This moved the legislation into its final stage of consideration.
It is now awaiting a decision from the Executive Branch.
Agreement Between Organisations
One element highlighted during the legislative process was that the change had been agreed between Fenaclubes and the CBC.
The transfer is therefore intended as an administrative reorganisation rather than the creation of a new financial obligation.
The original professional-training purpose of the resources will remain unchanged.
