São Paulo Opens Public Consultation for Lottery Project

City Seeks Feedback on Service Concession

Brazil.- July 17, 2025 www.zonadeazar.com The São Paulo City Hall, through its Secretariat of Privatization and Partnerships (SEDP), has launched a public consultation to gather public input on the São Paulo Lottery concession, under a 20-year contract projected to generate R$ 4.48 billion in revenue.

Funds for Social Development

Part of the lottery’s proceeds will go to the Municipal Social Development Fund (FMD) to support impactful public policies.

According to São Paulo Parcerias (SPP), this move reaffirms the city’s commitment to responsible concessions with legal security and concrete results for citizens.

Open Participation

The consultation is open until July 28, for individuals and legal entities. Contributions can be sent to sgmparcerias@prefeitura.sp.gov.br.

Six Lottery Modalities in Project

The concession will cover six modalities:

🎲 Numeric prognosis
🎯 Specific prognosis
⚽ Sports prognosis
🎫 Instant lottery
🎟️ Passive lottery
💸 Fixed-odds betting

The project estimates R$ 215.7 million in investments with a minimum grant of R$ 251 million, emphasizing responsible gaming and certified products.

Additionally, the project aligns with the Sustainable Development Goals (SDGs), aiming to reduce poverty with effective social protection systems.
