Brazil: Which Companies Were Suspended by the Secretariat of Prizes and Betting?

Brazil – April 15, 2025 – www.zonadeazar.com The Secretariat of Prizes and Betting of the Ministry of Finance – SPA-MF published on Friday (11) Ordinance SPA/MF No. 787/2025, temporarily suspending the authorization for the commercial operation of fixed-odds lottery betting for the following companies: Pixbet Soluções Tecnológicas Ltda (Pixbet, Flabet, and Bet da Sorte), Caixa Loterias S.A. (Betcaixa, Megabet, and Xbet Caixa), TQJ-Par Participações Societárias S.A. (Baú Bingo, Tele Sena Bet, and Bet Do Milhão) and 7MBR LTDA (Cbet).

The suspension occurred because these companies failed to submit the required technical certificates and betting system documentation, including Sportsbook/Remote Gaming Server (RGS) and integration, issued by a certifying entity recognized by SPA-MF. The companies had a thirty-day deadline to provide these documents.

The regulation states that the suspension lasts up to ninety days from the publication date, during which time the companies are prohibited from operating fixed-odds betting without the necessary certification.

During the suspension period, the companies may maintain their platforms exclusively to allow users to access their accounts and withdraw their funds.

Once SPA-MF confirms compliance with the requirements, the suspension will be lifted, and a new ordinance with definitive authorization will be published.

If the companies fail to submit the required documentation within the suspension period, the provisional authorization will be revoked, and the administrative process will be permanently closed.

Temporarily suspends authorization for the commercial operation of fixed-odds lottery betting in the national territory for the listed legal entities.

THE SECRETARY OF PRIZES AND BETTING OF THE MINISTRY OF FINANCE, under the authority granted by Art. 55, section I, of Annex I of Decree No. 11.907 of January 30, 2024, and pursuant to Laws No. 13.756 of December 12, 2018, and No. 14.790 of December 29, 2023, and Art. 3, §2, of Ordinance SPA/MF No. 2.104 of December 30, 2024, hereby resolves:

Art. 1 This Ordinance suspends, on a provisional basis, the authorization for the commercial operation of fixed-odds lottery betting in national territory by the legal entities listed in the Annex, due to non-compliance with Art. 3 of Ordinance SPA/MF No. 2.104, dated December 30, 2024.

Art. 2 The suspension shall last up to ninety days from the date of publication. The entities listed are prohibited from operating fixed-odds betting without the required certification.

Sole Paragraph. During the suspension period, the entities may keep their platforms online solely to ensure users’ right to withdraw their funds.

Art. 3 Once compliance with Art. 3 of Ordinance SPA/MF No. 2.104 is confirmed within the deadline set in Art. 2 of this Ordinance, the suspension will be lifted, and definitive authorization will be granted through a new ordinance.

Art. 4 Failure to present the necessary certificates within the suspension period will result in the revocation of provisional authorization and the definitive closure of the administrative process.

Art. 5 This Ordinance is effective on the date of its publication.
