The panel featured Ian McGinley (Sullivan & Cromwell LLP), Alex Kane (Sporttrade), Jeanine Higgs-Hesseltoft (DraftKings), Jeff Liolios (Optimove), and was moderated by Adam Candee of SBC News Americas.

A Regulatory Landscape Still Taking Shape
The discussion opened with an overview of the complex legal environment surrounding prediction markets in the United States. Panelists examined lawsuits brought by state gaming regulators, tribal entities and private parties, as well as the differing rulings issued by federal courts regarding the interaction between federal and state law.
The speakers agreed that the legal framework is still evolving and that several of these cases could eventually reach the U.S. Supreme Court.

DraftKings Expands Its Prediction Markets Strategy
Jeanine Higgs-Hesseltoft explained that DraftKings considers prediction markets a strategic priority and highlighted the launch of this offering within the company’s Super App, integrating Sportsbook and prediction markets into a single customer experience.
She noted that both businesses complement each other by expanding product offerings, reaching new audiences and creating additional engagement opportunities for customers.
Sporttrade Advocates a Financial Market Model
Alex Kane shared Sporttrade’s vision of building prediction markets inspired by financial exchanges, emphasizing greater competition among liquidity providers, lower trading costs and a principles-based regulatory framework designed to encourage innovation.
He also noted that the company is progressing through the registration process with the Commodity Futures Trading Commission (CFTC).
CRM Strategies for a New Market
Jeff Liolios explained how prediction markets are reshaping CRM and customer retention strategies by enabling operators to engage users across sports, politics, weather, entertainment and other event categories through personalized experiences.
Transparency and Integrity Remain Key Challenges
The panel concluded that transparency, consumer protection and market integrity will be essential to the sustainable development of prediction markets.
