With regulations now in place, competition among licensed operators is increasingly determined less by visibility and more by the quality of the user experience. According to a report from the Ministry of Finance’s Secretariat of Prizes and Betting, approximately 25.2 million Brazilians used licensed platforms in 2025—a figure that places customer retention and relationship-building at the center of the industry’s strategy.
