Brazil: Advertising Restrictions Empower the Illegal MarketA

Brazil.- May 09 2025 www.zonadeazar.com Representatives of Brazil’s sports betting and online gaming industry argue that advertising restrictions would give an advantage to unlicensed operators. The proposal is part of a bill currently under review in the Senate, authored by Senator Carlos Portinho (PL-RJ).
According to Plínio Lemos Jorge, president of the National Association of Games and Lotteries (ANJL), the proposed restrictions would only impact legal operators. “Unregulated companies face no limits and operate freely, unlike licensed entities that comply with the law. Restrictions may eventually be necessary, but they must be based on thorough research to avoid rewarding those who break the law,” he stated.
Senator Portinho also aims to ban active athletes, celebrities, and influencers from appearing in betting ads, with the exception of retired athletes who often seek alternative income sources after their sports careers end.
Regulation on Betting Advertising: Senate Report Expected in May
Portinho’s final report is expected in mid-May. Among the additions is a requirement that all betting advertisements display a clearly visible license number, aiming to deter illegal operators.
Similar to pharmaceutical or high-risk product ads, betting promotions will need to include a warning message:
“Betting or gambling can cause addiction and financial harm to the player and their family.”
