Brazil Creates Commission to Monitor Betting Partnerships With Civil Society

Brazil.- 22 September 2026 | www.zonadeazar.com Brazil‘s Ministry of Sport has created a dedicated commission to monitor and evaluate partnerships signed with civil-society organisations through the National Secretariat for Sports Betting and Sports Economic Development, SNAEDE.

The measure is intended to strengthen oversight of agreements, outcomes, costs and performance indicators linked to those partnerships.

Ordinance MESP No. 98

The new structure was established through Ordinance MESP No. 98/2026, published on 17 September.

The measure creates a permanent monitoring mechanism for cooperation and funding arrangements managed within the Secretariat.

Six Members

The commission will consist of:

  • Three full members.
  • Three substitutes.

All will represent SNAEDE.

Members will be nominated by the head of the Secretariat and formally appointed through a separate act of the Ministry of Sport.

Federal Public-Sector Representation

At least one member must be a permanent federal civil servant or permanent public employee.

Participation will not be remunerated and will be treated as a relevant public service.

Monitoring Agreements

A core responsibility will be monitoring cooperation and funding agreements involving civil-society organisations.

The commission will assess whether objectives, resources and outcomes remain aligned with the original terms of each partnership.

Results-Based Oversight

The new body has been instructed to prioritise monitoring focused on outcomes.

That means assessing not only procedural compliance but also the practical results generated by supported projects.

Standardising Indicators

The commission will be able to propose common standards covering:

  • Partnership objectives.
  • Costs.
  • Indicators.
  • Assessment methodologies.
  • Expected outcomes.

The approach is intended to improve consistency across different projects.

Technical Report Approval

Monitoring reports must be reviewed and formally approved by the commission.

The body will have up to 45 days from receipt to complete that process.

Before reaching a decision, members can request further information from the official responsible for the partnership.

The commission may also order additional verification procedures where the submitted documentation is considered insufficient.

Meetings Every Six Months

Ordinary meetings will take place twice a year.

Extraordinary meetings can also be called when required, with at least ten days’ notice.

In-Person or Remote Participation

Meetings can be conducted:

  • In person.
  • By videoconference.

Decisions will be taken by majority vote of those present.

Conflict-of-Interest Rules

The Ordinance establishes specific restrictions designed to preserve independence.

A member cannot take part in assessing a partnership if, during the previous five years, they served as an:

  • Associate.
  • Co-operative member.
  • Executive.
  • Board member.
  • Employee.

Family Connections

Restrictions also apply where a conflict exists under federal law.

The rules extend to situations involving spouses, partners or relatives up to the third degree with comparable links to the monitored organisation.

Substitution Mechanism

Where a conflict exists, the member concerned will be replaced by the corresponding substitute.

The arrangement is intended to safeguard impartial decision-making.

Giovanni Rocco’s Role

SNAEDE is headed by Giovanni Rocco, who will nominate the commission members.

The Secretariat has responsibilities covering sports economic development, sports-betting monitoring and competition integrity.

Betting and Sports Integrity

SNAEDE is responsible for policies supporting the monitoring of competitions offered for sports betting.

It also works with public bodies and private organisations on preventing and combating match manipulation.
