Buenos Aires Requires Gaming Salaries to Be Paid Through Banco Provincia

The measure amends several laws governing gaming in the province and introduces the public bank as the required channel for wage payments across the sector.
Senate Approval
The bill was approved on 15 September 2026 during an ordinary session of the Buenos Aires Senate.
The initiative was promoted by provincial deputy Rubén Eslaiman.
Amendment to Law 11,018
One of the principal changes concerns Article 4 of Law 11,018, which regulates the operation and exploitation of gambling in Buenos Aires Province.
The amended framework requires authorised entities to pay employee remuneration through Banco Provincia.
Bingo and Casino Employees
The requirement applies to authorised entities involved in:
- Bingo halls.
- Casinos.
- Other regulated gaming activities.
Workers’ salaries will therefore be channelled through payroll accounts held at the provincial public bank.
Banco Provincia as Payment Intermediary
Existing legislation allows certain public-interest entities to contract third parties to operate gaming activities, subject to prior approval from the Provincial Institute of Lotteries and Casinos.
The new legislation inserts Banco Provincia into that employment relationship as the required intermediary for salary payments.
Amendment to Law 11,536
The bill also adds equivalent language to Law 11,536.
That law covers agreements involving Lottery and Casinos and the National Lottery and sets conditions governing bingo and casino operations in Buenos Aires Province.
Online Gaming Also Included
The legislation also amends the province’s online gaming framework.
It states that any individual, legal entity, public body or private organisation authorised to operate gaming activities must pay its employees through Banco Provincia.
The obligation is therefore not limited to land-based gaming.
Conversion of Existing Savings Accounts
Employees who already hold a peso-denominated savings account with Banco Provincia may request its conversion into a payroll account.
The employer will be responsible for providing the bank with the necessary employee information.
Free Account Opening
Where a worker does not already hold an account, Banco Provincia must open a payroll account free of charge.
The measure is designed to ensure that the new requirement does not create additional banking costs for employees.
Payroll Account Structure
Payroll accounts are specifically designed for salary payments.
Using them separates employment income from other banking products and places wage payments within the legal framework governing salary accounts.
Employer Responsibility
The new framework places the administrative responsibility on authorised gaming businesses and entities.
Employers must provide Banco Provincia with the information required to open or convert the relevant accounts.
Provincial Scope
The measure applies within Buenos Aires Province’s gaming regulatory framework.
It does not alter salary-payment rules for operators conducting activities exclusively in other jurisdictions.
IPLyC Role Remains
The Provincial Institute of Lotteries and Casinos remains the central regulator and administrator of gaming in Buenos Aires Province.
The legislation adds a new employment-related obligation covering the way authorised operators process salary payments.
Greater Role for the Public Bank
The law also strengthens Banco Provincia’s participation in an industry already regulated by the provincial government.
Salary payments will now be concentrated through a public financial institution, creating a direct banking relationship with gaming-sector employees.
