Bulgaria Opens Regulated Route for Prediction Markets

Bulgaria.- 18 August 2026 | www.zonadeazar.com Bulgaria has taken a significant step towards incorporating prediction markets into its regulated online gambling sector.

Local operator inbet has entered into an agreement with B2B prediction infrastructure provider Predikto to develop its own platform allowing customers to trade or bet on different event outcomes.

The product will operate within the scope of inbet’s existing online gambling licence under Bulgarian law.

Predikto Integration

Predikto will provide the underlying infrastructure required to power the new proposition.

The integration will include:

  • Prediction-market technology.
  • Pricing capabilities.
  • Risk-management tools.
  • Real-time data feeds.
  • Dynamic event-driven mechanics.

The structure will allow inbet to offer event-based products at scale through its existing regulated operation.

First Platform of Its Kind in Bulgaria

The launch is expected to represent the first known implementation of a prediction-market-style platform in Bulgaria through a locally regulated operator.

While the exact events that will be offered have not yet been disclosed, the project demonstrates that a legal route exists for products similar to those offered by international prediction-market platforms.

Existing Legal Framework

Bulgaria’s Gambling Act already includes a category covering games involving betting on random events and betting related to knowledge of facts.

This classification allows certain event-based contracts to be offered under an online gambling licence.

However, Bulgaria does not currently provide a standalone prediction-markets licence.

Companies wishing to launch such products must therefore operate as licensed gambling businesses and offer event contracts within that existing regulatory framework.

Contrast with Other European Markets

Bulgaria’s approach differs from some emerging regulatory models elsewhere in Europe.

Across many European jurisdictions, prediction-market operators are required to obtain licences equivalent to those held by traditional gambling companies.

Gibraltar is currently among the few European jurisdictions to have established a standalone regulatory framework specifically for prediction markets.

Bulgaria, by contrast, is enabling the product through existing gambling-law categories.

Competition with Traditional Betting

Prediction-market products introduce another model of competition alongside conventional sportsbooks.

Rather than being limited to standard sports betting markets, prediction platforms can structure contracts around a wider range of verifiable events and outcomes.

The inbet and Predikto partnership demonstrates how an established gambling operator can add this vertical to its existing infrastructure without creating a separate regulatory ecosystem.

Industry Context

Prediction markets are expanding rapidly internationally, although their regulatory treatment continues to vary considerably between jurisdictions.

While part of the US sector operates under federal derivatives regulation, much of Europe is moving towards treating event contracts as gambling products.

Bulgaria’s approach could therefore become a useful reference point for other European markets where gambling legislation already contains broad categories covering event-based betting.

Next Steps or Impact

The inbet and Predikto launch will provide an important test of how prediction markets can be integrated into an established European gambling framework.

The initiative confirms that Bulgaria has a licensing route available to companies interested in developing these products, although they must operate as regulated gambling businesses.

If the model gains traction, it could encourage additional suppliers and operators to explore event-contract products within the Bulgarian market.
