CAIXA Gains More Flexibility Over Federal Lottery Prize Structures
Brazil.- 22 September 2026 | www.zonadeazar.com Brazil‘s Secretariat of Prizes and Betting at the Ministry of Finance, SPA/MF, has published a new regulation making extensive changes to nine lottery products operated by CAIXA Loterias.
Ordinance SPA/MF No. 2,755/2026 introduces a new approach to prize distribution. CAIXA will have greater flexibility to determine how the prize pool is divided among winning tiers, although any changes will require prior review and approval from the regulator.
Nine Lottery Products Covered
The regulation replaces the previous framework applying to:
- Dia de Sorte.
- Dupla Sena.
- Lotofácil.
- Lotomania.
- Mega-Sena.
- +Milionária.
- Quina.
- Super Sete.
- Timemania.
It rewrites rules that had largely been in place since 2022.
Fewer Fixed Percentages
Under the previous framework, regulations specified detailed percentages for distributing prizes across different winning categories.
Each game had a largely predetermined allocation model.
The new Ordinance removes many of those fixed percentages.
CAIXA Can Set the Distribution
The revised rules state that prize distribution among the individual tiers will be determined by the lottery operator.
For CAIXA Loterias, this provides greater freedom to redesign the prize architecture of each product.
Overall Prize Percentage Remains
The change does not alter the total share of proceeds that must be allocated to prizes.
CAIXA will still need to respect the overall percentage established under Law No. 13,756/2018.
The flexibility relates to how that pool is divided internally.
Prior SPA/MF Approval
Greater flexibility comes with additional regulatory oversight.
A new Article 10-A requires CAIXA to submit proposed changes to lottery rules to SPA/MF for prior analysis and approval.
Changes cannot therefore be introduced unilaterally.
More Flexibility, Continued Supervision
The new structure represents a change in regulatory philosophy.
Rather than fixing detailed prize allocations in the Ordinance itself, the regulator gives the operator greater discretion while retaining case-by-case approval powers.
Mega-Sena Example
Under the previous rules, Mega-Sena used predetermined percentages for different prize categories.
The structure included defined allocations for:
- Six-number winners.
- Five-number winners.
- Four-number winners.
- Reserves for special draws.
Under the new framework, CAIXA can propose different allocations within the legal limits.
Quina and Lotofácil Also Affected
The same approach applies to other major products including Quina and Lotofácil.
Both had detailed prize-distribution formulas under the earlier rules.
Those structures are now more flexible.
Special Draws
Ordinance 2,755/2026 also modifies the treatment of special lottery draws.
Certain products were previously required to hold annual themed draws tied to specific dates.
Less Prescriptive Calendar
The revised framework allows CAIXA to organise special draws connected to commemorative dates, events or other notable themes.
The general requirement to hold a particular themed draw on a fixed date has been removed.
Traditional Special Products
The change may affect the way established special draws are structured, including:
- Mega da Virada.
- Quina de São João.
- Lotofácil da Independência.
- Dupla Sena de Páscoa.
Their specific operation will depend on decisions made under the new approval framework.
Mega-Sena Multiple-Bet Issue
The Ordinance also contains a provision that could materially affect multiple-number Mega-Sena bets.
Article 52 of the published text limits combined bets to a maximum of 15 numbers.
Previous Maximum Was 20
Since a correction issued in October 2022, Mega-Sena multiple bets had been allowed to include up to 20 numbers.
That amendment added combinations involving 16, 17, 18, 19 and 20 selected numbers.
Possible Reuse of an Outdated Text
The newly published Ordinance appears to reproduce the original 2022 wording from before that correction.
The 15-number ceiling may therefore reflect the use of an outdated version during the consolidation process.
Until any correction is formally published, however, the official wording remains relevant.
Potential Impact on Group Bets
If the 15-number maximum remains in force, the main impact would be on larger group betting pools, or bolões.
Combinations involving 16 to 20 numbers are frequently used by groups sharing the cost of larger bets.
A lower ceiling would reduce:
- Available combinations.
- Maximum pool size.
- Number coverage.
- Potential share sales by lottery retailers.
Regulatory Follow-Up Needed
The Mega-Sena provision will require close monitoring to determine whether SPA/MF issues a correction.
A similar situation occurred in 2022, when the initial text was amended nine days after publication.

The changes form part of a wider review of Brazil‘s federal lottery rules.
SPA/MF’s regulatory agenda includes updating and consolidating the framework governing lottery products operated by CAIXA.
