Chile Orders Blocking of 37 New Online Betting Domains

The measure forms part of a court-established procedure designed to restrict access to online gambling services operating without authorisation under Chile’s current framework.
37 New Domains
The latest list contains 37 domains, subdomains and mirror sites associated with different betting platforms.
Before being sent to internet providers, the addresses were reviewed and validated by Chile’s Superintendence of Casinos, SCJ.
Platforms Covered
The new domains are associated with brands including:
- Betano.
- Betsson.
- Rojabet.
- Estelarbet.
- Betcris.
- KTO Bet.
- 1xBet.
- Juega en Línea Chile.
- Marathonbet.
- Betway.
- Betfair.
- Betsala.
- Bet365.
- Mi Casino.
- Sportingbet.
The order applies to specifically identified domains rather than necessarily every service or web address operated under each brand.
Six Internet Providers
SUBTEL notified:
- Entel.
- Movistar.
- Claro.
- GTD.
- WOM.
- VTR.
The providers are required to add the identified addresses to their blocking systems.
48-Hour Deadline
Companies have a maximum of 48 hours from notification to implement the measure.
Once completed, they must certify compliance directly to the Santiago Court of Appeals.
Court Certification
Each provider must state the precise date and time at which the blocking measure was executed.
A copy of that information must also be submitted to SUBTEL.
DNS Blocking
The mechanism selected by the courts is Domain Name System, DNS, blocking.
The method prevents users from normally resolving and accessing the specifically identified domains through the affected DNS services.
Why DNS Was Selected
According to SUBTEL’s technical report, the Santiago Court of Appeals considered DNS blocking appropriate because of its specificity.
The approach is intended to reduce the relative risk of blocking legitimate services unrelated to the targeted sites.
SCJ Validation
The Superintendence of Casinos plays a central role in the procedure.
It verifies whether reported domains are genuinely associated with unauthorised online betting or gambling services.
How the Process Begins
Domains can be reported by Lotería de Concepción or another recognised supporting party in the proceedings.
The information is then submitted to the SCJ for validation.
Mirror Sites and New Addresses
The process is designed to address the ability of online operators to create alternative addresses when an existing domain is blocked.
It therefore covers:
- New domains.
- Subdomains.
- Redirects.
- Mirror sites.
Continuing Procedure
SUBTEL said the mechanism will continue to be applied to additional addresses that are specific, verifiable and previously validated by the SCJ.
The number of blocked domains can therefore continue to expand.
Correction Mechanisms
The framework also includes procedures for correcting cases where legitimate services may be affected.
This is intended to keep blocking measures technically targeted.
Supreme Court Ruling
SUBTEL’s action follows previous rulings from the Supreme Court and Santiago Court of Appeals.
The courts established a procedure requiring the relevant internet providers to restrict access to online gambling platforms considered unauthorised under current Chilean law.
Second Major September List
The new instruction follows another substantial blocking order earlier this month.
On 1 September, SUBTEL instructed providers to block 42 URLs associated with online gambling sites.
79 Addresses Across Two Procedures
Taken together, the two September lists cover 79 URLs or domains.
That figure does not necessarily represent 79 separate operators, as a single platform can use multiple domains or mirror sites.
Industry Response
The Chilean Association of Online Betting Platforms, aPAL, has challenged the latest instruction.
It argues that some addresses added through the procedure may fall outside the precise scope of the original court rulings.
Debate Over Scope
The platforms maintain that administrative measures should remain strictly within what the courts expressly ordered.
SUBTEL argues that the procedure for incorporating newly identified domains was itself established and coordinated by the Santiago Court of Appeals.
