Paraguay’s Two National Raffle Licences to Expire in November

The authorisations belong to Grupo Car Show S.A. and Technologies Development of Paraguay S.A., both approved by the National Gambling Commission, CONAJZAR, in November 2024.
Two Active National Operators
Grupo Car Show S.A. and Technologies Development of Paraguay S.A. are currently the only companies holding active nationwide commercial-raffle licences.
Their authorisations were issued through:
- CONAJZAR Resolution No. 71/2024.
- CONAJZAR Resolution No. 77/2024.
13 November Expiry
Both licences were granted on 13 November 2024.
Their term runs for 24 months from the effective start of operations.
Expiry is therefore expected on 13 November 2026.
High-Value Prizes
The authorisations allow operators to run raffles featuring high-value prizes.
Eligible prize categories include:
- Cars.
- Motorcycles.
- Quad bikes.
- Electric scooters.
- Other valuable goods.
Physical and Digital Distribution
Raffles may be sold through two channels.
Operators can distribute printed tickets and coupons through physical locations and sales terminals.
They may also sell through official websites and mobile applications.
Minimum Monthly Fee
The regime establishes a guaranteed minimum monthly fee of PYG55 million.
That amount serves as the minimum financial contribution required from authorised operators.
7% of Net Win
Where monthly revenue exceeds the relevant threshold, companies must pay 7% of Net Win.
Net Win is calculated from gross revenue after deducting prizes paid.
Annual Adjustment
The guaranteed minimum fee is adjusted every 12 months from the 13th month of operations.
The mechanism updates the economic contribution over the duration of the licence.
DNIT Role
Collection and administration of these payments are handled by Paraguay’s National Directorate of Tax Revenue, DNIT.
Commercial raffle activity therefore carries specific fiscal obligations alongside the gaming authorisation.
No Public Renewal Decision Yet
No automatic renewal of the two licences has been publicly confirmed.
There has also been no announced replacement concession process for the period after November.
Market Approaching a Transition Point
The simultaneous expiry places the nationwide raffle market at a potential transition point.
CONAJZAR will need to determine how the segment will operate if nationwide commercial raffles are to continue after mid-November.
Larifamos Licence Already Expired
CONAJZAR President Carlos Liseras also said the licence previously held by Larifamos EAS has already expired.
The company therefore no longer holds an active nationwide authorisation in the segment.
Giro Win Gaming Licence Terminated
Giro Win Gaming EAS previously requested termination of its own authorisation.
That development further reduced the number of companies with active nationwide licences.
From Four Companies to Two
CONAJZAR said earlier this month that four companies had been authorised to operate commercial raffles nationwide.
Following Larifamos’ expiry and Giro Win Gaming’s withdrawal, only Grupo Car Show and Technologies Development of Paraguay remain active.
Concerns Over Unauthorised Raffles
The licence expiry comes amid growing concern about unlicensed raffles.
CONAJZAR has warned about increasing numbers of physical and digital prize draws operating outside the national framework.
Influencers Under Scrutiny
A particular area of concern involves raffles promoted by influencers and public figures.
Such campaigns can reach national audiences even where the organiser relies on a licence issued by a local authority.
Disputes With Municipalities
Liseras said the regulator has faced disputes with some municipal authorities that approve commercial raffles subsequently advertised nationwide.
CONAJZAR’s position is that a municipal authorisation does not automatically permit nationwide operation.
Cases in Ciudad del Este and Central
The regulator referred to cases identified in:
- Ciudad del Este.
- Alto Paraná.
- Central Department.
These form part of the enforcement issues currently under review.
Joint Action With DNIT
CONAJZAR has announced stronger joint intervention with the National Directorate of Tax Revenue.
The objective is to identify operators potentially conducting commercial raffle activity without the required authorisation.
Prosecutorial Complaints
The regulator has also said complaints have already been submitted to prosecutors.
The enforcement effort is intended to strengthen action against unauthorised raffle and prize-draw activity.
Local Versus National Authorisation
One key legal issue concerns the territorial reach of licences.
A raffle authorised locally does not necessarily have permission to be promoted or sold throughout Paraguay.
Digital Distribution Complicates Enforcement
