São Paulo State Lottery Launches Its First Online Games
Brazil.- 5 August 2026 | www.zonadeazar.com São Paulo’s state lottery, Dá Sorte, has started offering online instant games following the award of a concession valued at BRL 526 million.
The operation remains in a testing phase, although eligible users can already register, make deposits through Pix and access the available games.
News Details
The platform began operating on 1 July through an application initially available for Android devices.
The service is managed by the SP Loterias Consortium, comprising Scientific Games and Brightstar Lottery, IGT’s lottery division. The group secured a 15-year concession after submitting a BRL 526 million bid, 102% above the minimum value of BRL 260.7 million.
In addition to the initial concession payment, the contract requires approximately BRL 333 million in investment during the operating period.
The products were certified by the São Paulo State Public Services Regulatory Agency. Casino-style online games are classified under the model as instant lotteries and provide an average return to players of 60%.
Industry Context
The São Paulo Government expects to generate approximately BRL 3.4 billion during the 15-year contract through a 35% levy on net revenue after prizes, applicable taxes and social security contributions.
The proceeds will support public projects, including hospital procurement processes in Itapetininga and Birigui, in line with rules directing part of gambling revenue towards social programmes.
Registration requires facial recognition and personal documentation, with only one account permitted per user. Games are restricted to people physically located within São Paulo state through geolocation controls.
Minors are prohibited from participating, while the use of virtual private networks to bypass territorial restrictions may result in account suspension.
Statements
The regulatory authority stated:
“We have established responsible gambling guidelines, protections for children and adolescents, and communication compatible with the public nature of the operation, distinguishing the São Paulo lottery from private betting platforms known as bets.”
It also clarified:
“The contract prohibits activities not regulated by law, including bingo, casinos, slot machines and jogo do bicho.”
The concessionaire stated:
“Throughout the implementation of the concession, new products will be introduced, including numerical lotteries and retail draw-based games, alongside the gradual expansion of the physical network.”
Next Steps or Impact
Dá Sorte may operate up to 31 proprietary locations and plans to introduce Keno machines at partner venues from November.
The first physical shop is expected to open by March 2027, while the network will also add further points of sale across the state.
The launch represents another step in the modernisation of São Paulo’s lottery system and expands the role of Brazilian states within the regulated digital gaming market.
