Zona de Azar Brasil – Brazil ‘Bets’ Taxation: Betting CPI Hears Federal Revenue on Wednesday
Brazil.- September 3, 2024. www.zonadeazar.com Robinson Barreirinhas, Special Secretary of the Federal Revenue of Brazil, will be heard by the Parliamentary Inquiry Committee on the Manipulation of Sports Games and Betting (CPIMJAE) on Wednesday (4th), at the end of the deliberative meeting scheduled for 2:30 PM. He is expected to explain to the committee members the tax obligations of fixed-odds betting companies, the so-called bets, and the incidence of taxes on the prizes obtained in this betting modality.
The invitation to Barreirinhas responds to a request (REQ 79/2024 — CPIMJAE) from Senator Carlos Portinho (PL-RJ). In his justification, the senator cites a report from Folha de S. Paulo dated May 20, which draws attention to the high remittances abroad through sports betting and highlighted the “uncertainty” surrounding the topic.
“It is imperative to initially know whether these sports betting platforms that operate openly in the national market, including sponsoring numerous clubs in the A and B series of the Brazilian Football Championship, advertising on various open TV media outlets, are acting legally or illegally in the country, moving billions of reais, sending these resources to other countries, and not paying the required taxes,” stated Portinho.
Requests
The CPI will also vote on three requests for invitations to depositions. One, presented by Carlos Portinho, is addressed to the president of the Superior Court of Sports Justice of Football (STJD), Luís Otávio Veríssimo Teixeira, and to the Attorney General of the STJD, Paulo Emílio Dantas Nazaré, to clarify the planned measures to address betting manipulation (REQ 104/2024 — CPIMJAE).
Another request from Portinho calls for the hearing of former football referee Alfredo Loebeling regarding complaints about technological failures and limitations of the VAR system acquired by the Brazilian Football Confederation (CBF) (REQ 106/2024 — CPIMJAE). Senator Romário (PL-RJ), rapporteur of the CPI, also requests the presence of André Pereira Cardoso Gelfi, president of the Brazilian Institute for Responsible Gaming (IBJR), regarding the institute’s position on sports betting regulation (REQ 108/2024 — CPIMJAE).
In another request to be voted on, Portinho requests certificates from the STJD for all cases involving game manipulation that are pending in sports courts, identifying the respective clubs and athletes (REQ 107/2024 — CPIMJAE). The senator believes that this information could clarify to the CPI the suspicion that, due to the lack of centralized information, individuals under investigation in a state’s sports tribunal might migrate to another state.
