Brazil, December 5, 2024. www.zonadeazar.com  Expanding Anatel’s jurisdiction could improve efforts to combat illegal betting. This statement was made by Gesilea Fonseca Teles, superintendent of Inspection at the agency, during her participation in the Parliamentary Inquiry Commission (CPI) on sports betting manipulation, on Tuesday, December 3.

The meeting was chaired by Senator Jorge Kajuru (PSB-GO).

To ensure the regulatory framework for betting functions effectively, it is necessary to remove online betting sites operating outside the established rules. Another viable solution would be to expand the legal powers of the National Telecommunications Agency (Anatel) to strengthen oversight of the sector.

Gesilea explained that Anatel actively participates in this process by assisting the Ministry of Finance, which is the authority responsible for identifying which sites should be blocked. However, she clarified that the agency does not decide which sites to block or create lists but acts as an intermediary to communicate Ministry orders to telecommunications service providers.

— Anatel does not conduct investigations or determine which sites are legal or illegal. Our task is to notify providers about which sites must be blocked according to the list provided by the Ministry of Finance, she explained.

Gesilea also highlighted that the use of virtual private networks (VPNs) poses a challenge for effectively controlling access to prohibited sites and suggested that expanding Anatel’s jurisdiction could be a solution.

Finally, she mentioned that Anatel has already contributed to blocking over 5,250 illegal sites in coordination with the Ministry of Finance and that telecommunications providers have fully complied with these orders without resistance.
