LOTBA and CoPE Strengthen Responsible Gambling Actions in Buenos Aires

Argentina.- 20 August 2026 | www.zonadeazar.com Buenos Aires City Lottery (LOTBA) welcomed representatives from the City’s Strategic Planning Council (CoPE) to advance new areas of cooperation focused on Responsible Gambling, prevention and the fight against illegal betting.

The meeting sought to strengthen coordination between public bodies and civil-society organisations in response to the challenges created by the growth of betting across digital environments.

Digital Prevention Strategy

During the meeting, LOTBA presented the digital prevention strategy it is developing to protect children and teenagers in particular.

The authority is working to strengthen awareness of the risks associated with online betting, with particular attention to minors accessing illegal gambling platforms.

The initiative forms part of a broader education and prevention policy designed to encourage responsible digital behaviour.

Fighting Illegal Gambling

LOTBA also outlined the main elements of its comprehensive strategy against illegal gambling.

The work is being carried out in cooperation with the Specialised Gambling Prosecutor’s Office (FEJA) and combines investigation, enforcement and prevention measures.

A central objective is to identify platforms operating without authorisation and without the identity, age-verification and consumer-protection controls required in the regulated market.

Civil Society Participation

Representatives from organisations forming part of the Strategic Planning Council also participated in the meeting.

CoPE acts as a forum connecting the Buenos Aires City Government with civil-society organisations, developing proposals and recommendations capable of contributing to long-term public policy.

Their involvement in the Responsible Gambling debate is intended to broaden the perspectives used when designing prevention strategies.

LOTBA was represented by its president, Jesús Mariano Acevedo; director Ezequiel Domínguez; secretary general Eva Del Río Frontera; and deputy manager for Gambling Conduct, Antonella Bottinelli.

The meeting was also attended by Juan Rozas, head of the Specialised Gambling Prosecutor’s Office, together with members of his team.

The Strategic Planning Council was represented by its director general, Hernán Reyes, alongside organisations that form part of the body.

Dialogue to Build Public Policy

LOTBA highlighted the importance of creating dialogue with civil society to develop public policies capable of responding to emerging challenges in digital betting.

The strategy combines prevention, education, enforcement against illegal gambling and institutional cooperation.

The authority believes sustainable responses require coordinated participation from regulators, judicial bodies, educational institutions and civil-society organisations.

Next Steps or Impact

LOTBA and the Strategic Planning Council will continue developing joint initiatives related to Responsible Gambling and prevention.

The cooperation is expected to introduce additional perspectives into policies designed to protect minors and vulnerable groups while strengthening enforcement tools against illegal platforms.

The initiative consolidates a model of institutional cooperation and civil-society participation in response to the evolving digital betting ecosystem.
